How do i get the windows tool bar from the side down to the bottom again?

Ok...so maybe i'm an Imbecile, lol but i cant figure this out...and honsetly its my Job to know and i never paid attention because i never thought i would be Troubleshooting Pc's that 7 year olds get on...sorry and if you have even an Idea lol pleae state it
