Sincere or selfish?

Two people like each other, they've admitted it, but the girl decides that she doesn't want the guy at the moment. Instead of the usual "l really like you but let's just be friends," she flatters the guy to a huge extent that leaves him convinced she wants to be with him sometime in the future. Is she saying things like "you're the best man I've ever met and I could really fall for you" to ease her own guilt if she felt she led the guy on? Do you think she doesn't know what she wants or she's selfish and thinks the guy is too much of an idiot to handle the truth and thinks flattery will make them feel better?
