What is the purpose of the System 32 Folder and its contents?

I know that it can contain a highly malicious executable program, but i removed it. the contents left, however, are mive in quantity, 6376 items according to my avg scan. would it mess up my computer to delete it, or is it fine to get rid of, i really could use the space on my hard drive.
